The Philadelphia Phillies have decided on a pitcher to replace Vincent Velasquez, who was placed on the 15-disabled list with a right biceps strain on Friday.

The Phillies have elected to go with Zach Eflin, who has posted a 2.90 ERA across 11 starts for triple-A Lehigh Valley this season.


The 22-year-old was a 2012 first-round pick of the San Diego Padres, and will be making his big league debut.  He was acquired in a deal that sent Jimmy Rollins to the Dodgers in December of last season.  Ironically, Eflin was called up to the majors, on the same day Rollins was designated for assignment by the White Sox.
