The state of New Jersey appointed a fiscal monitor to oversee the Atlantic City Public Schools on February 19, 2015.
A fiscal monitor has been in place ever since — for the past 11 1/2 years to oversee the Atlantic City school district's operations — with an emphasis placed upon financial and business decisions.

I have confirmed that effective immediately, there will no longer be a state monitor required to oversee the Atlantic City Public Schools system.

The Small Family came out from the other side of their trials and tribulations even stronger — which is to their credit.
The Small Family has handled adversity as well as humanly possible. They have not engaged in any political retaliation whatsoever. That’s rare, as Marty and La'Quetta Small possess significant political power.
The Monitor’s Authority
Carol Morris previously had significant authority. While it was in effect, the monitor was able to review and overrule decisions made by the elected Atlantic City Board of Education.
To put this in perspective, the monitor was in place longer than many children spent their entire K-12 years in the Atlantic City Public Schools.
I have also learned that the respect and effective working relationship with Carol Morris was so effective and positive — that Carol Morris will become an Atlantic City Public School’s employee.
This will lend for a smooth transition, as the Atlantic City public school system pivots away from a state monitor oversight to self governance.
Conclusion:
La’Quetta Small will now have full executive authority to manage a more than $ 250 million dollar annual business — without a state fiscal monitor hovering overhead.
